From January 1, 2024
The Consejería de Fomento, Articulación del Territorio y Vivienda will ban from January 1 the access of electric scooters in public transport in Andalusia (metros, buses and catamaran). The restriction, which is similar to that which has been carried out in other parts of Spain and Europe, will be implemented on a temporary basis to make the principle of passenger safety prevail, as there have been dangerous situations generated by battery fires that have occurred in public transport in recent months. This prohibition will be maintained until these risks tend to subside.
The decision has been adopted as a consequence of the resolution of the Directorate General of Traffic (DGT) regarding the safety certificate of Personal Mobility Vehicles (PMV). The DGT indicates that, as of January 21, only certified electric scooters will be marketed, citing reasons of road safety and driver protection. However, these safety guarantees will not apply to electric scooters in service before that date, which will have a moratorium to continue circulating without any regulation until 2027.
Given this situation, the Consejería de Fomento has determined not to authorize the access of these devices to the public transport system with the firm idea that the safety of travelers must take precedence. In addition, it has requested two reports that support the measure of prohibiting access to the system.
